Of course, it's possible to create a quote without scheduling a survey appointment.
To do this, you go through all the steps as with a normal survey appointment. See the guide -> Scheduling a survey appointment
In the final step "Schedule intake", you don't choose a date but click "Save" straight away.
Then go to "Schedule intake" on the dashboard and you can start the quote tool.
